“The rationale behind was to protect beneficiaries from the December shopping traffic and its attendant risks especially for the elderly,” he added.

“The move however is misinterpreted as a December double payment by a few and others think another early payment for January is on the cards- which is not true.”

Letsatsi further said social grant beneficiaries are also reminded that upon approval of their grants they have the right to choose a payment method.

“They can either choose a direct payment into a bank account of their choice or a manual cash payment at a paypoint for instance. A beneficiary choosing a direct payment into their bank account makes it easy and convenient because they can receive their money anywhere in the country,” he explained.

“Beneficiaries who wish to switch to banks can arrange that at their nearest SASSA office. SASSA however does not cover bank charges that may arise in the case of direct payments into private bank accounts of beneficiaries.”

Will pensioners get a rise?

Pensioners can again look forward to an inflation-linked increase in their social grants this year.

The government spending on social grants will increase to R567 billion.

The number of beneficiaries who receive social assistance from the state is expected to increase from 17.9 million to 18.6 million over the next three years.

Old-age pensions will increase by R85 this year to R1,780 monthly.

Pensioners over the age of 75 will receive a monthly pension of R1,800.

The foster care grant goes up to R1,000 a month.

While the child support grant will increase to R420 in April, and further to R430 by October.

Treasury says it hopes to save costs in grant administration in future as pay points are consolidated and more recipients are paid through the national payment system.

How much is the Sassa old age pension?

Older Person’s Grant (Old Age Pension)

The maximum value of the Older Person’s Grant is R1,780 per month from April 2024. If you are over the age of 75 you will receive R1,790 per month.

You can apply to this grant if you are 60 years or older. You cannot be a recipient of other grants, and you must not be under the care of a state institution.

In order to qualify for the grant you need to meet the requirements of the means test. If you are single your income cannot be more than R78,120 per year (R6,510 per month) and your assets cannot be worth more than R1,115,400. If you are married your combined income cannot exceed R156,240 (R13,020 per month) and combined assets can be no more than R2,230,800.

Who qualifies for Sassa?

For people who receive a grant or need to receive one.

This is an overview of South Africa’s social grant system and how to apply for social assistance.

For a developing country, South Africa has a well-established social welfare system and a large proportion of social spending goes towards social grants. Over 17 million social grants are paid monthly.

Social Grants are in place to improve standards of living and redistribute wealth to create a more equitable society. Sections 24 through 29 of the Bill of Rights in the South African Constitution recognise the socio-economic rights of citizens, including the right to social security. The government is obligated to progressively realise these rights, meaning that “the state must take reasonable legislative and other measures, within its available resources, to achieve the progressive realisation of the right.

Social grants are administered by the South African Social Security Agency (SASSA). SASSA is mandated by the South African Social Security Agency Act of 2004 to “ensure the provision of comprehensive social security services against vulnerability and poverty within the constitutional legislative framework”.

The Social Assistance Act of 2004 and regulations to the act provide the legal framework for the administration of seven social grants. Grants are targeted at categories of people who are vulnerable to poverty and in need of state support. These are older people, people with disabilities and children. Also, the Social Relief of Distress award provides immediate temporary assistance to people in dire need of financial support and is given to people in the form of vouchers, food parcels or money for a three month period.

  • Older Person’s Grant
  • Disability Grant
  • Grant-in-Aid
  • Care Dependency Grant
  • War Veteran’s Grant
  • Foster Child Grant

Applicants for social grants must be South African citizens, permanent residents or refugees and currently living in South Africa.

Except for the Foster Child Grant and the Grant in Aid, social grants in South Africa are currently “means tested”. The means test is the process of assessing the value of your assets and income. You will only be eligible for a grant if your income and assets fall below a certain threshold. This threshold is different for all the grants and will depend on whether or not you are married. The amount you receive for your Old Age Grant and the Disability Grant is also determined by the means test and you may not necessarily receive the maximum amount offered by SASSA.

If you do some work or have another source of income but still really need social assistance you can still apply for a grant. You must declare all your income and assets to SASSA. If you receive the disability grant, old-age grant or war veterans grant your monthly money will be reduced according to how much money you earn.

If you are admitted to a state institution for an extended period of time, the value of your Old Age Grant, Disability Grant or War Veteran’s Grant will be reduced to 25% of its value from the 4th month following your admission until you are discharged.

Child Support Grant

The value of the Child Support Grant is R420 per month from April 2024. This will increase to R430 from 1 October 2024.

To receive this grant you must be the primary care giver of a child who also lives with you in South Africa. If you are not the biological parent of the child, you must provide proof of your primary caregiver status. This can be an affidavit from a police official, a social worker’s report, an affidavit from the biological parent of the child, or a letter from the school principal of the child.

Children must be under the age of 18. Children must not be cared for in a state institution. You cannot apply for more than six non-biological or legally adopted children.

In order to qualify for the grant you need to meet the requirements of the means test. If you are single you must not earn more than R48,000 per annum (R4,000) per month and if you are married, your combined income must not be more than R96,000 (R8,000).

Care Dependency Grant

The value of the Care Dependency Grant is R1,780 per month from April 2024.

The Care Dependency Grant is given to the caregivers of children with disabilities. The child must be found permanently and severely medically disabled by a medical officer and must be under the age of 18. The child cannot be cared for in a state institution.

In order to qualify for the grant you need to meet the requirements of the means test. If you are single, you must not earn more than R202,800 per year (R16,900 per month) and if you are married your household cannot earn more than R405,600 per year (R33,800).

Foster Child Grant

The value of the Foster Child Grant is R1,000 per month from April 2024.

To meet the requirements for this grant both you and the child you care for must live in South Africa. The child must be under the age of 18 years old and there must be a court order indicating that you have been designated the foster carer for the child.

There is no means test for foster parents. The child must remain in the care of the foster parent.

Disability Grant

The maximum value of the Disability Grant is R1,780 per month from April 2024.

In order to qualify for this grant you must be between the age of 18 and 59 years. You must be found medically unfit for work by a medical officer because of a mental or physical disability. The grant is available on a permanent or temporary basis for between six and twelve months. When your temporary grant expires and you have not recovered sufficiently to return to work you will need to apply for the grant again. Your permanent grant can be reviewed in order to assess whether you are in fact still disabled. Grant in Aid

The value of Grant in Aid is R410 per month.

If you are living on a social grant but can’t look after yourself you can get an additional grant to pay the person who takes full-time care of you

The Grant in Aid is an extra grant for people receiving disability, older persons or war veteran’s grants who, because of their mental or physical disabilities, are unable to look after themselves and need to pay a full-time caregiver. In order to receive this grant, you will need to be assessed by a medical officer. You cannot receive this grant if you are being cared for in a state institution.

Older Person’s Grant (Old Age Pension)

The maximum value of the Older Person’s Grant is R1,780 per month from April 2024. If you are over the age of 75 you will receive R1,790 per month.

War veterans grant

The maximum value of the grant is R1,790 per month from April 2024.

To qualify for this grant you must have fought in World War I, World War II or the Korean War. You must also be over the age of 60 or disabled. You cannot be a recipient of other grants and must not be cared for in a state institution.

In order to qualify for the grant you need to meet the requirements of the means test. If you are single your income cannot be more than R78,120 per year (R6,510 per month) and your assets cannot be worth more than R1,115,400. If you are married your combined income cannot exceed R156,240 (R13,020 per month) and combined assets can be no more than R2,230,800.

Social relief of distress

Social relief of distress is temporary assistance for people in the following situations:

  • You need help while you wait for your children’s grants to be processed
  • A crisis or disaster has occurred (e.g. your house has burnt down)
  • You do not qualify for a grant, and you are in a desperate situation
  • You are disabled for a period of less than six months and therefore not eligible for a disability grant
  • You are unable to get maintenance from the other parent of your child or children
  • The breadwinner in the family has died
  • The breadwinner has been sent to prison for a short time (less than six months)
  • You have been affected by a disaster, but the area or community in which you live has not been declared a disaster area.

Social Relief of Distress is issued monthly for a maximum period of three months. An extension of a further three months may be granted in exceptional cases. You cannot apply for this grant if you are already the recipient of a different grant.

How to apply Sassa Grant

You should apply at the SASSA office nearest to where you live. If you are too old or too sick to apply for the grant at the office you may have a friend or family member apply on your behalf. You can also arrange for a home visit, although you may wait a while for this.

The application forms must be completed in the presence of a SASSA officer. When you hand in your application you will be given a receipt as proof of application. The application is free. You will receive written notification if your application is denied. You have the right to ask for reconsideration and you can also lodge an appeal within 90 days.

Applicants must provide proof of identity. If you do not have a 13-digit bar coded Identity Book or birth certificate for children, you may provide alternative documentation as proof of identity. Contact your nearest SASSA office to find out which alternative documents are accepted.

Other documents required for application: If married, provide ID of your spouse and proof of spousal relationship (marriage certificate, divorce order, a sworn statement, or spouse’s death certificate). Sworn statement or affidavit stating the income and assets of yourself and your spouse. Supporting documents to prove your income and assets. You must also provide proof of the income of dependent children.

The application process takes up to 90 days and your first payment will include back-pay for the time you wait to receive the grant. This is calculated from the first day of application.

Note: When affidavits are required, SASSA will provide the affidavits to be completed.

Your SASSA card

If your grant application is successful you will receive a SASSA card and a bank account where your money will be deposited each month. This card is associated with MasterCard and can be used as a debit card and you can either use it to make purchases, check your balance or withdraw cash at till points wherever MasterCard is accepted without incurring any transaction costs. You can also withdraw money with your card at ATMs, but you will be charged transaction charges. You and other people can also deposit money into this account.

South African Social Security Agency (SASSA) informs social grants population on the annual increase of grants amounts as pronounced by the Honourable Finance Minister, Mr Titus Tito Mboweni’s in his Budget Speech of the year 2024/2025, coming into effect from 1 April 2024.

R80 increase on old age, disability, care dependency grants from R1780 to R1860;

R80 increase on old persons grant over 75 years & war vetetans from R1800 to R1880;

R40 increase on foster child grant from R1000 to R1040;

R20 increase on child support grant and grant-in-aid from R430 to R440 in 1 April and further increase R440 to R450 in 1 October.

Am I eligible for a social grant?

Does SASSA provide loans?

No, SASSA does not provide loans to beneficiaries. Please report any person offering you a SASSA loan to SASSA. It is illegal for any money lender to take your SASSA card as a guarantee for a loan.

How do I apply?

Visit your local SASSA office with the required documents to make your application.

My application for a grant has been denied. What do I do?

You may apply to SASSA for a reconsideration within 90 days of your grant application being refused. If this is unsuccessful you can also launch an appeal to the Independent Tribunal for Social Assistance Appeals.

What is a grant review?

It is your responsibility to update SASSA on any changes in your health or income status or the death of a beneficiary. SASSA conducts regular reviews of the income and health status of beneficiaries to check that they are still eligible for a grant. SASSA should give you 90 days notice of this review, during which time you must present the relevant information to SASSA. If SASSA finds that your are no longer eligible for a grant or you do not present them with the required documents, you will be given 90 days notice that your grant will be suspended. You can apply for a reconsideration if you do not agree that your grant should be cancelled.

I have lost my card, what do I do?

If you have lost or damaged your SASSA card, you can visit your local branch office to receive a new card. You should be issued one immediately.

What conditions qualify for a disability grant?

Disability grants are available to people with physical, mental, psychiatric, intellectual and sensory disabilities. In order to qualify for a disability grant you must have a diagnosed medical condition that reduces your ability to function in your everyday life and obtain work. Just being diagnosed with a condition such as hypertension, diabetes or HIV does not mean you will automatically qualify for the grant. We recommend that you chat to your doctor about whether you are likely to qualify before booking an appointment for an assessment.

When you visit the doctor for your assessment you must bring all your referral letters and medical records with you. You cannot apply on the basis of medical complaints that you have not already spoken to your usual doctor about and that are not recorded in your file.

Here is a list of conditions that do not qualify for the disability grant:

  • If you are HIV positive but are healthy and stable on your medication
  • High blood pressure, well-controlled diabetes or asthma
  • Aches and pains in your back, limbs, joints or the rest of your body or chronic tiredness that is not associated with a medical diagnosis.
  • Mild to moderate wasting of your arms and legs that does not stop you from moving around
  • Gout, osteoathritis or rheumatoid athritis that is well controlled and that does not stop you from doing your daily tasks
  • Old healed fractures or injuries that do not stop you from doing your daily tasks

If I move to another province, do I need to re-apply for my grant or can I have it transferred?

You don’t need to transfer your grant or re-apply, but you do need to inform your local SASSA office of your change of address immediately.

I have a serious problem with my SASSA grant and I have struggled to get help or information from SASSA. What do I do now?

Call the SASSA Hotline on 0800 60 10 11. It is free from a landline. If you are unable to get help here and you feel you may need paralegal advice, the Black Sash offers free paralegal advice. Black Sash will listen to your story and advise you on your rights and what to do. Their advice hotline number is 072 66 33 739. You can SMS them or even send them a “please call me” if you have no airtime.

How do I arrange for a home visit for a person who is too sick or disabled to be assessed for a disability grant in person?

If you cannot go to the SASSA office yourself, a SASSA official can come to your home. To arrange this you need a letter from the person and the doctor saying why they need a home assessment. If you need someone to act for you permanently, you can appoint a ‘procurator’ who must sign a form agreeing to do this honourably.

How do I cancel the grant of a deceased beneficiary? 

The Home Affairs population register is linked to SASSA’s SOCPEN database, so when a death is registered SASSA will be automatically notified and will cancel the grant. If this does not happen after one month, you can visit your local SASSA office to cancel it. Otherwise, if the money is not withdrawn for three consecutive months the grant will automatically be cancelled and the money will be returned to SASSA. 

I am the main caregiver of a child but the money is being paid to the mother or another person who is not living with and is not using the money to support the child. What do I do?

If you speak to the person and they are unwilling to support the child with the money paid to them by SASSA then you must report this person to SASSA. Call the fraud hotline to report this person: 0800 60 10 11.

HOW TO CHECK THE STATUS OF YOUR APPLICATION: 

SASSA announced on Friday 29 May that the application status tracker is now live, and applicants can keep up to date with it by typing https://srd.sassa.gov.za/sc19/status into their browser. 

The application is totally free of charge. SASSA warned that there are scam artists selling “application forms” which are not legitimate and should be ignored.
