A fee paying program is a program for people who meet the minimum university requirements but does not meet specific program cut-off points.

Example.

The minimum aggregate for applying to the university of Ghana Legon is 24.

The cut off point for medicine at legon is 06.

if I want to apply for medicine at legon but my aggregate is greater than 06, I would have to apply for the medicine as fee paying.

This means that, the government will not pay my tuition for me. The government pay some part of every university student fees. You will not get this benefit if you are a fee paying student. You will pay your fees in full.

So fee paying students pay much higher fees compared to non fee paying students.
