Do you know how t clear the browser cache?

You have to completely clear your browser cache and cookies so that the olf information you entered is deleted to allow you to continue. If you are using your own computer, you can uninstall the browser and then install it again or you can use a different computer to login and start afresh.

if you do this and it still says that you have already started a wassce application, simply continue to the ssce and forget the wassce. if you complete the ssce, the wascce pplication will not be submitted and hence you will be okay.
