The battery has 5 small dots in it. Those are there for no reason. Those are actually LED lights. There's a button you can press. If we number the lights 1-2-3-4-5 with 1 being closest to the button, check the lights when you press the button. If 1-3-5 are lit, that means that you have a dead battery and needs to be replaced. Other than that, you're battery might still be working but nearing the end of its life. Goto support.dell.com -> drivers and downloads -> enter your service tag or system type -> download Dell Quickset. Once Quickset is installed, it will diagnose your battery automatically and let you know if your battery already needs a replacement. It is just sad that batteries are covered with a separate 1-year warranty only. You can also go to www.dellbatteryprogram.com and check if your battery was part of the Dell Battery Recall Program.

I reported this problem on 23 Feb and have solved this problem for my 6400 by purchasing a new AC adapter. I went to e-bay and searched for my model number listed on the charger and found several. I purchased about the cheapest one for $17.00 as i was not sure it would fix the problem. Plugged it in and presto, my battery charged. Now I wished I had bought a little heaver duty one with a longer connection cords.

I think the first you'd better confirm that if you battery power you laptop ok or not, and get some battery management software as a monitor to understand the state of the battery, may be it wille give you some information what the problem is. And you said "the second  battery"? Is it a replace one? the replacement dell inspiron 6400 battery is not the same with the original one though the are compatibility, so you can't use it to diagnose the fault.

Here is a very interesting thing that happen. I had a trip on my holiday to a village, i plugged my laptop and the battery started to charge as before. We measured the outlet tension and it indicated 250 V :)) Also during the trip to the laptop was placed in a bag that was kept for about 8 hours in a car trunk where the temperature was below 0 C :))))) From now on my laptop battery is working / charging perfectly.
